In 2026, the Break Down Barriers to Opportunity Commission focused on supporting young people to earn or learn.

The consultation also examined barriers faced by disabled people and people with long-term health conditions, the role of youth services, access to higher-level academic, technical and apprenticeship learning, and support for children and young people with Special Educational Needs and Disabilities.
